So to create the sub-assemblies I did a "copy" to the clip board and then placed into a new file and saved. So if you would like the full model in STEP format, just take each sub-assembly and past them all back together via the clip-board. Each sub-assembly will be properly placed (without your assistance), just accept the default location when you do the "paste".

The full model only has a fusion 360 (.f3d) file. The STEP files are from the sub-assemblies. This way I could turn on all the options in the sub-assemblies and create the STEP files. To create a STEP file for the full model is just to many options.
